High on the credit side of international friendship is the Colombo Plan -- a spontaneous, 23-country working project of practical co-operation. Today, a dozen years after its inception at a meeting of Commonwealth ministers in Ceylon the plan has doubled its original membership to include such countries as Indonesia, Japan, the Philippines, Korea and Bhutan. Canada, a founder member of the Colombo Plan, has so far played its part to the tune of $423,000,000. Over the years, this money has provided technical guidance, materials, and specialized services designed to carry out the plan's main object -- helping countries of south-east Asia help themselves to greater economic stability. Hydroelectric installations, bridges, nuclear reactors, health units, technical training, air surveys, agricultural programs -- all these and more have been gifts from the people of Canada to more needy countries. Now, as proof of the plan's effectiveness, some of the more vigorous nations on the receiving end of the plan are themselves giving help to their neighbours, are passing on the knowledge they have learned from others. Canada can be proud of its generous part in this aspect of international co-operation, can look forward to sharing in its future benefits.
